Torrico Agrees To Pay Campaign Finance Fine For Failing To Report $465,000

CAMPAIGN FINANCE | Not only did former East Bay Assemblyman Alberto Torrico lose his bid for state attorney general in 2010, but now he has a $1,000 fine to pay for a campaign finance mishap.

The Fair Political Practices Commission Monday issued Torrico and his campaign treasurer the somewhat lenient fine after failing to report expenditures of $465,531 during his ill-fated 2010 campaign.

Torrico finished third of out of seven Democrats in the June primary eventually won by Kamala Harris.

Over three consecutive reporting periods in early 2010, according to the FPPC ruling, Torrico failed to report subvendor expenditures, such as payments to campaign workers, consultants and advertising firms.

The error was first found by the Franchise Tax Board, according to the FPPC and typically carries a $5,000 maximum penalty. Torrico has agreed to pay the fine, according the FPPC.

The missing data, amounting to 27 percent of Torrico’s total expenditures during the campaign, was deemed “significant,” according to the ruling, but they were lenient to him and his treasurer due to no histories of campaign finance violations over their long careers in politics.

James Santos, Torrico’s campaign treasurer, also told the FPPC his “failure to report the subvendor information was inadvertent and stated that he was experiencing severe health issues during the pre-election periods when a large percentage of the subvendor information was not timely disclosed.”

Santos also agreed to a similar ruling and fine Monday with another client, former Assemblywoman Anna Caballero, for failing to report $825,355 in expenditures in a timely manner.


As a former Campaign Treasurer, all I can say is BS. The Treasurer needs to make sure the candidate has given all information and the candidate should make sure the Treasurer is reporting everything. If the Treasurer can't, you get another one.

I wonder how much of the unreported money went to Trisha Tahmasbi?

Really??? You inadvertently forgot to report a half a million in spending??? Sounds totally reasonable to me. Nothing to see here folks.
