Salinas, Zermeno, Mendall, Marquez return to the Hayward City Council

HAYWARD CITY COUNCIL | The power of the incumbency in Hayward was strong Tuesday night. Councilmembers Francisco Zermeno, Al Mendall and Elisa Marquez all won re-election to the Hayward City Council. Former Councilmember Mark Salinas also won the fourth open seat. In addition, Salinas received the most votes in the 10-person race.

The June primary night results also represent the status quo in Hayward. Tuesday night's victory is Zermeno's third win; for Mendall, his second; and Marquez, her first after being appointed two years ago fill out Barbara Halliday's terms following her election to mayor.

The outcome also suggests the city's large Latino communities, chronically apathetic when it comes to voter participation, may finally be awakening. The top three vote-getters are all of Latino descent.

Meanwhile, Hayward's Measure C, the union-backed charter amendment to move Hayward municipal elections from June to November, passed Tuesday. More than 62 percent of voters backed the measure, which needed only a simple majority for passage.

The amendment will go into effect in November 2018. It also means some council members will serve an extra six months to align all open seats in advance of the change.

Hayward's Measure D also passed. The measure renews the city's User Utilities Tax, which was due to expire.

Salinas is a fake Latino. Name recognition and false promises got him elected. If more Hayward residents bothered to go to camidate nights, they would have heard his crazy ideas and bizarre theories.
